Most of the public parking is by the office where you enter the complex. Each building has a few guests spots in front for overnight parking and/or deliveries (as indicated by the white lines and the two cars parked there.

OK, so if the parking at the office is public it won't look odd for Revs to be parked there.

Right... Not many people are there because, well, it's the wee hours of the morning. So, most people aren't going to have guests. If residents have long-term guests, they can get temporary access to the parking garage for them. But still, a handful of guests may be there, so a few vehicles in the lot is not unexpected.

Okay, Headstone is hiding in the bushes near the door. @Juramenta, to the west side or the east side? Also, please roll me a Stealth roll.
Pacman is going to be somewhere near the door. @CoyotesLuck, which side of the door do you want to be on - east or west? Also, please make me a Stealth roll.
Revs and Baby Blue are in the van in the parking lot of the ork building of the Equanimity Estates.
@Gremlin If Skye is going to cast Improved Invisibility on Pacman, please make those rolls now. Remember, you can split the dice from your Spell Pool to use for either casting or drain. (In combat, you also need to consider spell defense, but you don't need to worry about that yet.) You may use up to your Sorcery skill from your Spell Pool for casting and/or up to Willpower from your Spell Pool to resist drain, up to the total amount of dice you have for your Spell Pool. Once you cast that, Skye will be at +2 to all TNs (except for Damage Resistance) for holding a spell.

Depending on how close Ace stops by the stairs, I'll either walk or run to get myself to in front of the doors in the same round.

You should be able to Walk. Unless they do something to spook Ace ahead of time, I would pull up to the curb with the passenger door next to the curb, even if he has to drive the wrong way for a short bit to do that. He's not worried about traffic or the Star for doing that just long enough to drop Cid off.

Bone looks out the van windows and sees the bushes on the left side of the door are close, but knowing his size, it would be like a T-Rex trying to hide behind a lamppost. He opts for the trees, thinking everything in this area is likely on CCTV. The trees are his best option.
Bone exits the van, leaving the door open in case he has to run back inside. Next, he heads to the trees and climbs up into one, maybe three meters into the campoy IF the tree is large enough just opposite the complete doors.

However, most of you have not told me your Declared Movement.
You will all already be in place at the start of the Combat Turn. I will start iggies when Ace's van pulls into the drive and parks in front of Cid's building to let Cid out.
If you Declare Stationary, you CANNOT move. You can act, but you are rooted to the spot. If you intend to leave your starting position, you MUST Declare Walking or Running.
So far, I have the following Movement and Locations
Baby Blue: Movement: Stationary. Location: in the front passenger seat of the minibus which will be in the Office parking area, NOT the parking area of Cid's building.
Bone Biter Movement: Undeclared. Location: Up in the canopy of a tree as close to directly across from the door as possible.
El Cid: Movement: Walking. Location: In the front passenger seat of Ace's van.
Headstone: Movement: Undeclared. Location: Hiding in the bushes to the west of the door
Pacman: Movement: Undeclared. Location: On the steps to the west side of the door. (We hope invisible, but I have not heard from Skye to confirm that she will cast before combat starts).
Revs: Movement: Stationary. Location: in the driver's seat of the minibus which will be in the Office parking area, NOT the parking area of Cid's building.

Revs is going to turn off the van lights. I assume with them off and the tinted windows it'll be difficult to see him and baby blue.
I can roll a defaulting stealth roll if it will help hide us more.

Correct. The penalties and benefits of any Declared Movement will apply for the entire Turn, bot you do not have to Move. However, if you Declare Stationary, you CANNOT Move.
The Stealth rules, p. 95 of the BBB do NOT mention moving, so not benefits or penalties.
