Agent Blake is working a case about firearms. He's working with the ATF, Agent Susan Wells. What's she like? How does Luke's boss feel about him running his first cross-agency case?

Blake is grateful to land in New Haven after being at Washington Field, because he's now a bigger fish in a smaller pond. He jumped for any opportunity and a firearms case down at the New Haven Warfs had RICO written all over it. A big RICO case would really make his name. He did not like getting saddled with an ATF agent, let alone one more senior than him.

What's she like?
Agent Wells is in her early thirties and is not nearly as excited about having a FBI "puppy" assigned to her. She put herself through college as a stewardess, then got a job as an analyst before finally clawing her way to an ATF Agent position. She doesn't have time for nonsense and takes herself, and her work, very seriously. She has always had to fight for respect and doesn't think this partnership with Blake is really going to help with that.

Blake's Senior Agent boss thinks he needs seasoning and is over-eager, and nobody else wants to work with Wells because she's a pain-in-the-ass. The kid has a talent for surveillance and covert work, though, and already earned some chops there, and his instincts are strangely good.

Blake is looking for big fish. His main hope with a high school student is to lean on him and turn him into an informant (the kid will probably be impressed by a small amount of money), getting him to open the network so he can get evidence on crime bosses for a real RICO score. Unfortunately, Connecticut is an all-party state, so even with an informant he'll still need to get a Full Investigation before he can get real dirt. For now, the Partial Investigation allows him to get the cell phone externals, and following these trace calls will hopefully get him onto something really worth it...

It's been a month at Dixwell High and Edward feels like he settling in well enough, at least knows his way around so he's not getting lost every other day. It's also nice that everyone has stopped telling how much they love his accent (that or make jokes about afternoon tea with the queen) . He seems to be making good progress with the kids in science class, and he's happy that he finally seems to be getting through to Jamilia Carter. The girl is bright and needs to be encouraged to get out of her shell and ignore the digs from her friends when she shows her intelligence (a situation Edward knows all to well from his own youth). Now he just needs to find some way to reach Thomas Kelly and his jock friends and get them to stop disturbing the class with their wise-cracks.

Thanks for injecting some details into the narrative - I set up the favorite student / annoying student thing specifically for that reason.

As implied by your post, you have cell phone geolocation data that seems to trace to a phone owned by Annamae Carter, Jamilia's grandmother. It shows the phone in Dixwell High during the day and in the brownfields during some nights until as late as 2 am. It also shows the phone at the Carter apartment in a three-family over on Munson Street. So you're pretty sure it's Jamilia's phone. You got her name by asking the school office for students named Carter who lived on Munson. The phone shows up in random locations all over the city during the evening. You originally started tracing it because an informant told you that shady things were happening in the brownfields after sunset ... so you leveraged some shady-but-legal civilian assets to identify phones that were there during that time.

What's the gun running connection that has the ATF here?

More specifically about the "Shady Stuff," the informant hinted that his crude and unmarked pistol was made somewhere in the brownfields. But without a specific address, you can't get a warrant ... that's where the cell trace data comes in ... but without confirmation that a specific cell phone has been present at the scene of manufacture, you still can't get probable cause to support a warrant.

Due to his background Edward has an inherent suspicion of LEO's that he can't quite shake, even now. Don't worry, I'm not going to make it a blocker, just an opportunity for some role-playing.

That's totally fair! Since I built Agent Blake as a new agent who's experience is in surveillance, I am leaning into the idea that Wells is the far better recruiter.

I was trying to get us forward to the idea that all PCs could potentially be going into the brownfields, since that appears to be the story. Establishing our roleplay friction points on the way there is cool.

How old is Jamilia?

Just trying to understand how close they are to graduating.

Jamilia's a junior, taking honors chemistry. Somehow Thomas and Deandre had the grades to be in the class as well, though they spend most of their time clowning around and trying to distract the prettier girls like Jamilia.

So that's 11th grade, 16 or 17, the perfect age to talk about what they plan to do after they graduate.

Since last update:

-Edward and Lucas went with Donte (one of Edward's students) to check out an illicit gun factory.
-Donte tried to introduce the two men to the Horned Man, but they wouldn't do the little ritual that the Horned Man required.
-Donte fulfilled his promise to the Horned Man by shooting Edward.
-Edward died, and wound up in the glades.
-Edward tried to climb the World Tree to get out of the glades, and fell off. He's currently Lost in Space but able to visit Conner's dreams.
-Lucas is on desk duty pursuant to Edward getting killed in his company.
-Conner is big brother to Thomas Kelly, another of Edward's students. He knows Edward a bit from "parent" teacher conferences. He's also an occultist so probably not super surprised to meet a ghost in his dreams.
