This is a problem with open-ended games:
If you can play anything, what do you want to play?
If it helps, pick a fictional character fo use as a mental template. And then fuss with it!
Like...
Wanna be a cyborg spy?
Or a spy from an organization with a cutesy acronym?
Or a spy who works for Her Majesty's Secret Service?
Or be a spy that stares at goats?
Or be an Amazon from a mysterious islsnd in the Bermuda Triangle who traveled to "Man's World" in order to thwump Nazis for the cute Army Captain whose life you saved?
Or be a hot model whose catwalk gigs are used as cover to get you into the right location to complete espionage assignments?

Also, The Torchwood Institute was chartered by Queen Victoria, and remnants of it exist all the way into humanity's far future.
So, everyone, starting thinking about time periods you want your PC to come from. We meet the Catkind on New Earth In year 5,000,023. We meet the Vinvocci on 21st century Earth.
P.S. the PCs will not know each other when they meet.

He has had lots of witting and unwitting dupes, though. Either those he dominated, or else bribed, coerced, tricked, or manipulated.
Would Rorexsth know of the Doctor, Torchwood, or UNIT? The last 2 depend on whether Rorexsth was in the 21st century or not.
So...how did Rorexsth leave The Master's service? Perhaps that's how he met The Doctor? And maybe now The Masteris an adversary? (To my mind, this eliminates the Dark Secret then....perhaps the secret is what horrible thing he did FOR The Master!)

If the character has TL9 or TL10 training, it will cost 2 CP. If below TL8, then each would cost 1 CP.
Note: only a Time Lord (or similar) starts with TL10+ as the native tech level.

Those rules guideline are super vague...... So what are you thinking?
Examples: a Jedi's lightsaber would be a 2CP item. The second doctor's original sonic screwdriver would probably be 1CP.

Weird Tech
(Minor or Major Good Trait)
You’ve found a piece of working weird technology, either from the arsenal of a mad genius, the depths of a ruined temple or from some other obscure source.
Efects: Consult with the gm about what sort of weird technology you’ve found. Something that’s basically the same as a present-day device, only smaller and more efficient (like a miniature calculating engine, a ring-mounted gas gun or a jet-turbine you can wear on your back) is a Minor Trait. An item that does something that’s impossible, like a matter transmitter or a pocket watch that stops time, is a Major item. This trait means you just possess the item – it doesn’t mean you know exactly how to control it or how it works.
Also, this tech is different than a Gadget/Invention, which costs Story Points.

I tried to boil down the Psychic Traits to help you make your character.
If you wanna throw out some ideas, we can work them out here.
Also, for everyone, let me know if those rules I posted seem clear. It seems like a simple resolution:
attribute + skill + modifiers + 2d6 vs. a target number.
Also, I think Pulp Fantastic might have more uses for Story Points. I need to check that and finish the Bad Traits before we finalize characters and get started.
