As for the slaves: To a certain extent, it depends how long they've been captive, and how broken they are because of that. A harsher, uglier version of prison inmates becoming "instiutionalized."

I haven’t used many charm spells in my career to be sure. Just wondering if it is possible to issue a command like was given and take another action like a wand discharge? I just don’t really know if that’s called out anywhere. Thanks for clarification!

It should be cool. His only "magical" action was the wand, he'd certainly be able to give verbal instructions also.

While it is obvious that this farm and camp have been here for a while, you also know that the smugglers started out as loggers, who started out as sailors. So even though this place isn't new, you are pretty sure that using the natives as slave labor was recently implemented.

I think that is about right. The Charm doesn't need to be concentrated on, it just is. So SE could speak to Chauncey and still use his wand in the same round.
