Ref: Yes, they are, they are quite close, but don't act quite yet. I'm trying to give Helvorn (Robin) a chance to act first as he spied the Kobolds from over the bridge before they sprung their ambush. Depending upon how he acts (and a roll by me) either the Kobolds will get a "surprise round" or they won't. If Matt (Helvorn) doesn't reply in a few hours, I'll give Morvith and Ferd a chance to act on what they hear and feel unilaterally.

Robin shouts out a warning on 1-3...[1d6]=3
On 1-3, Robin runs across the Bridge and out toward where the Kobolds are attempting to ambush Mazie's cart...[1d6]=2
"Hey! Kobolds in the field!" Robin shouts as he runs across the Bridge and toward the party in the tall grass. The two guards posted at the Bridge look at each other and do nothing for the moment.
OOC: Helvorn can stop before he gets in range of the fight if he wants on his next post, or continue on and join it. However, he does raise the alarm and no one in the party is going to be surprised. No surprise round.

Beginning Round 1 -- Kobolds in the Grass
Initiative Order:
On the right of the cart, Ferd sees three scaly heads rising above the grass each sporting floppy straw hats and nasty looking spears. Kobolds 1 are NEAR to the path and Ferd, but were hiding in the tall grass until now as they start sprinting forward toward him.
On the left of the cart, Morvith also seems three scaly heads rising above the grass each sporting floppy straw hats and nasty looking spears. Kobolds 2 are NEAR to the path and Morvith, but were hiding in the tall grass until now as they start sprinting forward toward him.
Tinu looks around and sees what is happening behind her. She missed the Kobolds that were hidden in the grass. She is FAR from the action behind her. She also sees a third group of three Kobolds spring up from FAR behind the cart and start sprinting toward it from behind. To her it looks like Kobolds 3's target is the cart as they have nets and empty bags but no spears she can see.
Go ahead and give me your movements and actions for Round 1, it just happened this time that the Kobolds are all at the end of initiative order.

"BEHOLD!!" bellows Ferd as he swings up onto the tailgate of the cart to be clearly seen. "You are in the presence of The Hardbottle Huntsmen and I advise you not to take a step closer!" He begins a patter, projecting his voice and with a commanding presence, to give the kobolds pause, ensuring he doesn't run out of words. "We are wanted and feared far beyond Slateholm, and I do not wish you to throw away your lives so lightly! The kobolds of kingshill made the error - only once - and those that lived still speak of the terror! My elf's bow never misses and once Vengeance is sworn you cannot outrun it! My wizard can lay this few of you low with only a word! And my blade... my blade thirsts! It would slake itself on you, but I say, throw yourselves down now and only then will you have mercy!" The patter rolls on...
(All kobolds in Near pause "tranfixed" for two rounds, which he hopes gives Mazie time to reach the bridge.)

Close your eyes, no need for fear.
Whispers creep through the midnight air,
Telling tales of those who dare.
Sleep so sweet in shadow's embrace,
Where cold hands softly stroke your face.
Dreams may turn, but do not wake,
Lest the darkness your soul may take.
Hush now, child, don't make a sound,
The ones who watch are all around.
Candles flicker, the shadows sway,
They’ll sing with you till break of day.
When dawn arrives, they fade away,
But one may choose to stay and play.
So hush, my child, the night feels long—
Sing their tune, the haunting song."

Tinu aims for the kobolds behind the cart, as the wizard has cast a spell on the closer ones. She shoots her bow at the kobold carrying the net.

They only vaguely understand what Ferd is shouting at them, but somehow the force of his personality transfixes them as they try to make sense of it all! OOC: You'll have to use one of your LUCK tokens, but it's well spent to do so!
Morvith begins to chant, this time in the common tongue...and just as the group of 3 Kobolds closes from NEAR to CLOSE range they slump to the ground in a stupor...soundly asleep!
Tinu aims for the kobolds behind the cart, as the wizard has cast a spell on one group and Ferd seems to be handling another. She shoots a flurry of arrows at the Kobolds carrying the nets and bags. ooc Note that there are 3 Kobolds in the rear group each carrying nets and bags possibly to "haul off loot" from the cart. [To Hit: [1d20+4]=20+4=24] Rapidly firing [Damage: [1d12]=3 doubled] she puts arrows in each of the Kobolds in the group coming up from behind killing them all! OOC: What a shot, group of shots actually!

Robin pelts across the Bridge and makes it to Timu's side just as the last of her arrows strike the Kobolds down.

Ferd remains on the tailgate of the wagon as it lurches forward at Maisie's urging. He continues to bluster loudly to the kobolds, even as the conveyance carries him to safety on and beyond the bridge.

The group of Kobolds chasing after the cart with nets and bags draw up short and then turn tail and run away. Those listening to Ferd's oration shake themselves out of their fascination, but seeing the ambush gone so wrong decide to run away, as well. This leaves a group of Kobolds sleeping on the side of the dirt track with Morvith still standing over them as the cart carrying Ferd pulls away toward the Bridge and safety in Jesselton.
Tinu glances over seeing a halfling who has come running up beside him, then at the fleeing Kobolds, and then at Morvith still standing over several Kobolds lying on the ground.

Do any of the sleeping kobolds appear like they might be spellcasters--robes with stars, possible spellbooks, obvious scrolls or wands, or show any signs of wealth (jewelry, suspiciously-jangling pouches, etc.)? If not, he'll jog to catch up with the cart.

Nope, they look like a very sad lot...hardly worth calling them Fighters, much less anything else. Ragged clothing, no shoes, rusty spear or stone spear tips. You'd say these Kobolds are at the bottom of whatever barrel even Kobolds come from.
So, Morvith jogs up and rejoins the Cart. Ferd is still standing on the back, but he has stopped his oration as the Kobolds all have run away. Tinu is standing next to a halfling that ran across the Bridge to join you as you approached.
Helvorn, feel free to describe Robin as he joins the group.
