Will you allow the throwing of rocks as well? Maybe for a bit less damage or something?

If so, would there be a bump in the firing rate at all? 2/round maybe?

True, but the base movement (DMG, 27) for studded leather is 9, instead of 12. The weight of the rest of his possessions drops his move 3, so he'd be shuffling at a speed of 6. I don't see any other character with a speed listed below 9.

I don't want to intentionally go out of my way to be "that" guy:

maybe Elbenwin could know Theron if she is associated with the Riders of Rohan, the Knights of Dol Amorth and the Riders fought together at the battle of Pelinor fields.

Maybe. But Therone never joined the Riders. She wanted to, but washed out- failed too much of the "riding" portion of training.

I don't treat the chart on DMG p.27 as base movement rate, I treat it as maximum movement rate. Otherwise no one could ever wear plate! :)
So if you buy studded leather, your movement remains at 9. :)

Pondered. I like it.
Thrown stones do 1-3 damage (1-2 vs large creatures). Two stones can be thrown per round. Half the range of a sling stone. +3 Hobbit bonus counts.

I think you might be working against the Tolkienish mood and genre a little here. ;)

Anyway...

Splint mail has maximum movement rate of 6". (see DMG p. 27)
If you buy Banded armor instead of Splint, you get the same AC and a maximum movement of 9". Maybe you can afford it?

Ooops! I knew that, and knew I needed to put it on there. Ugh!

This is a game about killing things and taking their stuff so you can become more powerful in order to kill bigger things and take even better stuff.

And just because I think Charlize looks Elvish doesn't mean Therone is going to act like her. :D

If I had any kind of Photoshop skills, I'd add the pointed ears and give her brilliant green eyes.
