The petrifying dragon didn't burn the remnants of a dwarf clan out of their home or lead to Lars's death. Mangore is still threat #1 as far as I'm concerned.

I'm actually really curious now about visiting that arboreal-enchantress, and even Seesil (but not without a Level 10 party that can smite him into oblivion if he tries that freaky magic-roofie spell again!)

I hope it's not a spoiler to indicate that the black wolf's intelligence makes him a more formidable threat than his probable actual power level.
And that, in my opinion, makes him more dangerous than the goblins in the short term because it's a little unpredictable. Of course, one can make the same argument about Seesil the Only-Once-Appearing in spades.
