I appreciate everyone voting, and it looks like we'll be giving language levels a shot. In fact, a suggestion was offered by a player (who shared it privately instead of publicly, so I'll protect their anonymity) that I think I'm going to implement. It's a pretty neat system that works well with what I had in mind. It'll just require a formal write up, and a few tweaks or considerations on how to handle possible advancement/improvement with a known language.
