Pretty preliminary, I confess. Mangore did drop a little in my estimation after the last appearance, but for all I know Seesil is THE DARK LORD. I'm sure there's lots of other terrible stuff out there, and we won't know it 'til it kills us...

The petrifying dragon didn't burn the remnants of a dwarf clan out of their home or lead to Lars's death. Mangore is still threat #1 as far as I'm concerned.

I'm actually really curious now about visiting that arboreal-enchantress, and even Seesil (but not without a Level 10 party that can smite him into oblivion if he tries that freaky magic-roofie spell again!)

I hope it's not a spoiler to indicate that the black wolf's intelligence makes him a more formidable threat than his probable actual power level.

And that, in my opinion, makes him more dangerous than the goblins in the short term because it's a little unpredictable. Of course, one can make the same argument about Seesil the Only-Once-Appearing in spades.
