Tegel County is a small, rural township on the edge of the frontier of the Grand Duchy of Karameikos. Located east of the capital city of Specularum, along the Capital Peninsula's eastern coast, Tegel is known for its rich farmland, provincial gentlefolk, and the centuries-old tales of the debauched Rump family who rule from their ancestral seat of Tegel Manor.

Built in the dim days of the Old Kingdom, before the rampaging hordes of humanoids brought Kell to ruin, Tegel Manor stood as a symbol of the beneficence of the Rump family and their pledge to protect their vassals in the surrounding countryside. In time, the descendants of the family fell to perdition and the debased invocation to dark powers that have brought the family line to ruin. The house itself stands as a symbol of this fall from grace, perfectly preserved by magic, and full of the undead members of the family who haunt the manse forevermore.

Only a dozen or so members of the family still live, and most of them live lives of villainy and reproach. The best among them is Sir Runic the Rump, the son and heir of the family fortune. Himself a noble Paladin and knight in service to the Duke, Runic has proven himself in battle with honor. Seemingly devoid of his family's depravity, Runic is known as a charming, kind, helpful man who, of late has manifested several curses many attribute to his family - an almost naive gullibility, a dullness of wit he never evinced before, and an uncharacteristic cowardice that seems to get worse the closer he gets to Tegel. Because of his poltroonery, Runic avoids returning home to Tegel, often making a pilgrimage home once per year (as it seems all the extant family is compelled to do), thus leaving Tegel and its residents neglected from noble rule.

Within this vaccuum, the mayor of Tegel Village, a market hub for the local farmers and tradesmen, has assumed leadership of the community. Mayor Ternelmor has built the Great Citadel (essentially a fortified watch tower) to house a militia to protect the region. Tegel Village is starting to thrive, with the re-institution of the old festivals that were long discarded in the curse-haunted shadow of the Manor.

This is the current state of things that most people know about Tegel. The actual truth is known only to those who live there. And to those who died there.
