Sorry. The STR check wasn't to break free, but to be able to take an action. With the successful die roll, Finver can light a torch and hold the oil and speak, just as you posted. But he is still ensnared. Sorry.
Getting free is a straight calculation based on Strength, that doesn't involve a STR check.

I guess the minimal changes would be that he doesn't break free and stand on the ground?

Ok, great. In full disclosure and unabashedly metagaming, the loss of 3 INT points might have spurred his rather irrational decision to threaten the creature with burning out the party. He wasn't the sharpest Dwarf in tbe clan to begin with. At least from my perspective as one of the players, it didn't seem like hitting the web with weapons did much good for the others
