The State of the Sector

  • The first successful spike drill between two worlds is made since the dawn of the Silence, linking Mejo and Kakimides. In the decades that follow another half dozen systems become connected via safe routes, the rutters being made publicly available via the Exchange's surviving infrastructure. These planets enter a loose union of peace and trade to be known as the Unified Systems.
3122
  • An exploratory vessel appears in Ereboen space and the Unified Systems makes first contact with the Antakis Empire, an industrious sovereignty that lays claim to several worlds as well as a vast experimental pretech device known as the Oracle. The Empire declines invitations to join the Unified Systems, but otherwise trades freely with the allied worlds. The sector enters a minor golden age.

3187
  • A charismatic scavenger captain known as Costine declares the formation of the League of Free Peoples and extends membership to all displaced and expatriated in the sector, claiming that most polities "operate a shoot on sight policy when it comes to the helpless innocents living on the fringes of society." Derided by many as a shallow attempt to criminalise attacks on pirates, the League is nevertheless legitimised by the Mejo government.

3193
  • An advanced military cruiser from Antakis accompanied by several armed escort frigates drills into Thorhil, moments before an unprecedented spike in cosmic radiation levels throughout the entire system. It is the last recorded spike journey between the Unified Systems and The Antakis Empire, as the lingering radiation levels persist in interfering with Spike Drives.

3194
  • The government on Eriboe, long-superstitious and wary of outsiders, formally declare their independence from the Unified Systems, heavily restricting access to the Thorhill system and shunning diplomatic attempts to bring them back into the fold.

3199 - December
  • Senator Clay Michaels, an outspoken critic of MES is brutally murdered during a live global broadcast, the attack clearly performed by a psychic. Kakimides is swiftly plunged into civil war, the country violently divided over whether psychics should be allowed to exist. One small positive is that the navy is able to quash any rebellious factions within its ranks swiftly, keeping the majority of the fighting planet-side.

News and Rumours
JANUARY 3200

"Hostilities continue to rage across the planet of Kakimides, with several key logistical facilities falling into the hands of the newly established Humanity First movement. Speaking in a worldwide broadcast, the de facto leader of the faction Colonel Natalya Turov confirmed Humanity First's intentions to 'eliminate the threat of the MES disease from Kakimides,' and went on to encourage other members of the Unified Systems to follow suit lest they suffer the same fate as Senator Clay Michaels. Responding to the broadcast from orbit around Kakimides, Fleet Commander Andrei Kavelin labelled Turner and all who fight with her as 'rebels', and offered assurances that 'Kakimides will never allow such despicable acts of genocide to occur.' When pressed, Kavelin once again declined offers of external assistance, once again asserting that 'this is something my countrymen must resolve themselves'. Foreign access to the planet remains open, if heavily restricted, but with no end to the fighting in sight one has to wonder for how much longer this shall be the case. Sofia Takahashi, MGN News." - Mejo Global Network News Cast, 11-01-3200

"Did you hear about the Queen and her naval commander, that Sarokoulan she's been carrying on with for God knows how long now? Apparently they're finally tying the knot. That's the rumour, anyway." - Unknown, McLeary's Traditional Sake House, 07-01-3200

"It is with immense pride that I stand here today to announce Forsythe Engineering's signing of this generation's finest diveframe jockey, the legendary Suyin Nehru, ahead of this year's Lorina Open. Work is nearly complete on our revolutionary new Geschwin engine, and we believe that only a jockey as outstanding as this two-time Open winner is capable of utilising such a marvel of modern engineering. I'm not a betting man, but if I were I would put it all on Ms Nehru becoming the first ever jockey to win three Open titles. So to every racing fan out there, and of course to our esteemed fellow racing teams; we'll see you in May." - Forsythe Engineering Public Cast, 03-01-3200

"No idea what that Sunflower place hopes to find. My uncle's mate said one of his brother's went down to that planet, you know, see if there's anything worth making a move on and what have you, but it was nothing but ancient concrete and weird plants. Said they barely scrounged enough into the holds to cover the fucking fuel there and back! They thought of going for the station itself to make it worthwhile, but they said it's gunned up like a fucking battleship. Nah, you wouldn't get me anywhere near that empty rock. Give me a dirty Mejoan whore and a clean dose of Psych any day!" - "Bloody" Harris, Youthanasia Opium Den, 10-01-3200

"To all our brothers and sisters fleeing needless persecution, forced to leave your homes on Kakimides on sufferance of death; know that God and his people have not abandoned you. On this day, as on every day before or after, the sanctuary of the Academy lays open to you and your families, for as long as you shall require. In my position as head of the Reclaimist Faith and Luminary of its great Academy, it saddens me greatly to see such callous mistreatment of God's chosen. I implore all those taken by this misguided movement to pause for a moment and reflect on your acts, that peace, rationality, and above all safety might once again return to the people of Kakimides. Prosperity to you all." - Luminary Jaya Sato, 05-01-3200

"Keep this to yourself, but I might have a lead on Costine's hoard. Don't look at me like that! This is genuine this time! Of course it exists, it has to exist! Bah, forget you then. I'll go find it myself, and when I come back a billionaire you won't get a single cred from me!" - Unknown, Madam Chen's Noodles, 09-01-3200

News and Rumours
FEBRUARY 3200

Anyone spending any amount of time on Mejo would find it impossible to avoid the Mejo Global Network News Casts, hosted 24/7 by the holographic anchor Sofia Takahashi, and you are no exception.
Unsurprisingly, the ongoing war on Kakimedes dominates the month's news cycle.

KAKIMEDIAN CIVIL WAR RAGES ON
Losses for both Humanity First and the self-branded Loyalists have been reported as 'considerable' after the Navy launched an offensive which has led to extensive fighting across the planet.
INFLUX OF MERCENARIES TO WARZONE
At least three Sarokoulan Clans send troops to Kakimedes, keen to 'restore peace to the troubled land.' Concerns have been raised by some that the companies only seek profit and to further extend the conflict.
RECLAMIST AID WORKERS ESTABLISH CRISIS CAMPS OUTSIDE CITY CENTRES
Official agents from Aers are joined by capable volunteers to provide shelter for civilians caught in the deadly conflict, with many being safely transported off-world.

The other big story this month is the unprecedented collapse of the Magnus Partnership, previously one of Mejo's richest and most influential corporations.

ROBOTICS GIANT BANKRUPTED
Tens of thousands of jobs lost as the Magnus Partnership closes its doors, citing 'unforeseen market complications'. Analysts report that vital materials needed by the giant were subject to enormous price hikes.
MAGNUS CEO LEVIES BLAME ON LORINA
'The lost livelihoods of Mejoan citizens is on their hands.' Daiwa Mohara publicly speaks out against perceived market tampering by Lorinan Unified Republic agents, and tensions between the Mejoan Council and the LUR rise in the wake of widespread unemployment. A statement from the LUR claims that they have broken no laws, and denies any hostility towards the Magnus Partnership.

A few other reports also catch your eye.

GIRAN ASCENDANCY PREPARES TRANSPORT FLEET
House Torillas agrees terms with planetary government for supply of ships, and extensive operations on Melanth are expected to begin soon.

EXCHANGE BOUNTIES REACH RECORD NUMBERS
An upsurge in pirate activity in Mejoan space has seen both the number and value of bounties facilitated by the Exchange reach their highest point for almost three decades. The League of Free Peoples have denied affiliation with any of those wanted, instead claiming their own losses to 'external influences'.

DAPHION'S GALACTIC AMBITIONS GROW
The Court of Queen Elasine has released an open letter to the Mejoan Council, seeking a position on the government's congressional board. Political analysts have reacted with concern over potential veiled threats within the letter, including allusions to Daphion's military strength.

FRESH REPORTS OF 'SUITLESS' ALIENS
Several more spottings of the so-called 'suitless', humanoids that can ostensibly survive the vacuum of deep space with no equipment, have been reported to Mejoan dockyard authorities by concerned starship captains. Officials have dismissed all reports of stowaways surviving in cargo holds without air or sustenance as ludicrous, and suggest that such stories have been invented to avoid legal repercussion for human trafficking.
Marullus wrote: Mon Feb 22, 2021 12:58 amTo be honest, these were lost on me - I didn't understand they were faction moves. I am not entirely sure how to engage it as a PC.

I haven't ever seen anyone engage with the Faction subsystem before. If you are inclined to share the OOC gears, I would be intrigued. I appreciate learning from you here. :)
I'm not sure how much of the faction rules you know, so I'll just start from the top.
The faction system is basically a way for the GM to simulate the sandbox universe and prompt quest and adventure ideas without needing to plan things out as you would in a more structured campaign. You create factions that represent planetary governments, large religions, rebel factions, mercenary groups, anything at all that is identifiable as a recognisable force in the sector, and you then assign them goals, traits, and a plethora of assets representing tangible buildings and people that are theoretically interactable with by the party.
After each adventure (or every month or so) there is a faction turn, where each faction makes a move to pursue their goal. They can buy new assets, move existing assets around the sector, or attack other factions. Whilst military units like gravtank formations and strike fleets might attack and be attacked in the more traditional sense of the words, when assets like lawyers or lobbyists "attack" it can represent legislative manoeuvrers in galactic courts; when a postech infantry asset attacks a bank asset, it doesn't mean a platoon of armoured squaddies has opened fire on a building, it could represent arrests in the bank's management, for instance.
It's these attacks and assets purchases/movements that leads to the news articles posted in the linked thread. Though some or even most of them don't mean much to you right now and might not lead to any adventures that involve the players, they help make the universe feel alive as things are happening even outside the DM's full control.

Below I'll get into specifics for this campaign.
This campaign's faction sheet is here.

The first thing I did was establish who the major players are in the sector, generally picking the populous worlds. You don't need to make every planet a faction, but with how intertwined the Unified Systems is it made sense to have a lot of them represented. They're all mid-sized factions, the default for planetary governments, except the Free Peoples who are less coordinated but still a force, and the fractured Kakimedian government; they are now two minor factions warring.

After statting them as appropriate to the narrative, they each get a trait and a goal. Most of these are self-explanatory. Mejo for instance, with its favourable trade hub status and links to the Exchange, want to keep everything business as usual, so they get the Exchange Consulate tag and the Peaceable Kingdom goal. Meanwhile the Giran Ascendancy, with their genetech mastery, get the Eugenics Cult tag and the goal of Planetary Seizure, wanting to fully claim Melanth for themselves.

Next comes assets. Using Mejo as an example again, the first thing I wanted to do was represent their lucrative markets and popularity as a free port. They got Venture Capital and Pretech Researchers to embody the large number of exotic items available on the planet, as well as Party Machines to represent the overwhelming approval from the general public. As they are a mid-sized faction, they get 2 assets of their highest stat and 1 each from the others, so for their force asset pick I went with Counterintel Unit to represent the reach of the Council's spy network and preventative military policies. They could have just as easily been a Guerilla Populace or Hardened Personnel to embody their ties to the Free Peoples pirates or more obvious troops, but Conterintel seemed more Mejoan.

Now that every faction had its tags, goals and assets, it was time for the first turn. After rolling randomly for the turn order and assigning every faction their monthly income, the Daphion Monarchy was up first. Looking at their goal of Expand Influence, I figured they'd want to establish a base of influence on Mejo, so the first thing they did was move their Blockade Fleet (which represents Sarokoulan privateers working for Queen Elasine) one hex into Mejo's system. This is a Use Asset Ability action, and as no other assets belonging to Daphion have any abilities, this was the end of their turn; a faction can only take one action every turn. Next up was the Giran Ascendancy, whose goal is to seize Melanth. They need a unit on the planet they want to claim, but have no way of transporting them, so they purchases the Freighter Contract asset in preparation for next turn. As Purchase an Asset is an action and they had spent all their income, that was the end of their turn.

Once everyone has had a turn, the GM then extrapolates what happened and converts it into in universe information. In this case, I used headlines on the Mejoan News Network to represent snippets of news you might have caught in your 3 weeks of downtime, maybe checking the feeds on your comm or catching a TV in a bar somewhere.ImageImage
There are other ways to represent this obviously, but I thought this was nice and flavourful.

Some examples of what led to the news headlines:
- Daphion moving a unit to Mejo triggered the Free Peoples' Pirate tag, as they have a base of operations on Mejo; Daphion thus "paid" one faccred to the Free Peoples. Later on in the turn, Lorina's movement of their Commodities Broker to Mejo triggered this tag as well, then later still the Free Peoples' Franchise asset successfully attacked Daphion's privateers. Because of all this the Free Peoples ended the turn the richest faction in the sector, and seeing as their Franchise asset represents deniable piracy this means a lot of money was lost to criminal activity. That in turn led to EXCHANGE BOUNTIES REACH RECORD NUMBERS, as well as the hint that Daphion privateers are in the sector with the Free Peoples "claiming their own losses to 'external influences'."

- The Mejoan Council's Venture Capital asset managed to roll a 1, destroying itself. This inspired the Magnus Partnership into existence, to represent the heavy blow to the faction's wealth. Later in the turn, Lorina, the Plutocratic tagged faction with a Commercial Expansion goal, moved one of the powerful wealth assets to Mejo. Though they had no direct involvement in the loss of the Venture Capital, it was easy to link the two moves together narratively; MAGNUS CEO LEVIES BLAME ON LORINA becomes a headline, and now there's an in-universe animosity between the two factions that can lead to adventures, as well as making Lorina more than just a place that makes starships.

- The Assembly of Clans moved their Postech Infantry asset to Kakimedes via their Extended Theatre, led by the faction's Military Conquest goal. The Reclamists also moved their Lawyers to the planet with its Covert Transit Net asset. Though both factions did basically the same thing, narratively the results are much different. The Sarkoulans moved military units in military troops transports, whilst the Reclamists Lawyers represent missionaries and aid workers, the Transit Net representing how widespread the Faith is. The Reclamists could have just as easily moved to Mejo or Daphion for their goal, but narratively it made sense for them to assist the beleaguered psions on Kakimedes.

And that's pretty much it. Apologies if this comes across as rambling, I'm typing it on and off.
If you have any questions feel free to ask them, I enjoy this system a lot and it's absolutely amazing for inspiring adventures in a sandbox.
