Contested rolls

Each person in a contested roll figures their own target number (TN) and rolls. The person with the highest of "roll - TN" wins. Ties are decided in context.

For example, Mateusz has a Morale of 7 and rolls a 3. Thus he beat his TN by 4 giving him a +4. His opponent rolls an 8, vs a Morale of 4. Thus he fails, and has a -4. (Morale is the odd duck in rolls, you want to roll under. For many things, you want to beat the TN.) Mateusz wins that contest.

TODO: Figure out wording that allows for a need to roll over, or under, the TN.
