The Court of the Regent

Open Court will be held every 5 days (multiples of 5) effective May 20, 1 VC. Public petitioners can address the Regent and the Court at that time. All nobility (hereditary and non-hereditary) currently within the town's limits on open court days are expected to be in attendance.

Action taking place at Open Court dates will be chronicled in this thread.

Open court will be held. All those of noble title not departing or departed the town by 10am are expected to attend the Court's business. The Court is open to any who wish to observe or to petition the crown.

May 20, 1 VC - Open Court

As very little of the town's nobility is present, Court progresses smoothly this day. The wizard Sir Wendall, the elf Valorei, and the dwarf Bromric all make appearances, and the remainder of attendees are residents of the town or court officials.

Several tradesmen and the gnomish representative make statements regarding the process of reconstruction. The general condition of the town is comparable today to how it was before the attack, and the gnomes have begun actively quarrying sandstone out of the foothills to the south to augment the meager building supplies on hand and allow for future construction. They warn that buildings constructed in this way will not be especially durable, but barring any invasions or unforeseen earthquakes and so on they should at least withstand normal use, for a very long time with regular maintenance.

The Regent takes a moment to discuss the Adventurers' Guild, which he views as the crown's semi-official source for major problem solving. He reiterates that only members of the Adventurers' Guild can claim the bounty for the postings that are made there. He is very much looking forward to seeing the gains Vaul will make thanks to the dedicated and skilled work of the many freelance agents operating in and around Vaul.

The Regent discusses several open points of security concern: first, the lieutenants of Viscarg remain at large, and must be brought to justice to ensure safety for travelers around the town. Second, the ruins of the Finger of Doom remain a potential source of conflict as the former residents either seek out new havens or reorganize themselves. Finally, rumors of a dragon in the east and another in the north are worrisome, though the dragon in the north seems to have departed for now and the dragon in the east brings with it the possibility of allies both in its elimination and as a result of it being driven off or killed. He encourages anyone with the willingness to engage on that front to make haste toward the Griffin roost. He also notes that the city watch has been augmented in the wake of the battle, drawing from former mercenaries, in order to provide safety to the several new farms that have begun construction in the area west of town. The Regent indicates a desire to construct an outpost at the furthest border of the farmland in order to provide better security and expanded reach into the wild due to potential encroachment by lizard-men.

This also covered his immediate plans for expansion. Recognizing that the population of Vaul must grow if it is to be successful long-term, he wants to create an expanded ring of security around the town that will allow safer passage and settlement beyond the town walls. Reclamation of the old dwarven watch-towers and outposts to west and east will be the first logical steps to establishing that.

There are no criminal cases to be heard.

One person steps forward to make an open petition. Reynaud Ullaris, a former mercenary who has settled down to the west as a farmer, and has been renting his war-horse out to aid in plowing, reports that his horse disappeared overnight. None of his neighbors seem to have seen it, nor is there evidence that the horse is on their property, so he believes it must have been someone or something from the wild. He requests the crown's aid in recovering the missing animal. The Regent says he will send a group of the city watch to make a patrol of the area, but cannot guarantee anything.

Construction has been completed on a small outpost on the western outskirts of the farms surrounding Vaul, and the garrison there, now known as the Western Watch, comprises four full-time city watch members and a rotation of volunteers from the nearby farms with military experience. The Captain of the City Guard reports that tracks have been found in the western reaches corresponding to lizard-man and their reported large reptilian mounts, though there have been no first-hand sightings. Some evidence discovered in the farmland near tracks has caused the Watch to conclude that the lizard-men were responsible for the disappearance of the plow horse from the fields two weeks ago.

The Western Watch reports that they have slain a lizard-man seen encroaching on the outlying farms. The lizard-man is reported as wearing only a mantle of stitched leather, carrying a spear, a shield made from a slab of lightweight but resilient stone carved with a fanged snake's head, and a rucksack stuffed with stolen crops.

Valorei the elf, master of the Adventurers' Guild, reports to the court that the second known watch tower has been claimed and deeded to Kennit Buckthorn and Perthrin the Elf, with planned expansions to convert it to a three-story structure with an outbuilding, nearly qualifying as a major house. A half-dozen or so dwarves under the leadership of Bromric Wardigger have taken up residence there as farmers and artisans. They have announced their availability after July 1 for small-scale construction projects.

In the West, no sign has been seen of the lizard-men since the individual was slain a week ago.
